I don' think so. The cause of BV is not fully understood, it can develop in women who haven’t had sexual intercourse. The vagina normally contains mostly “good” bacteria, and fewer “harmful” bacteria. BV develops when there is an increase in harmful bacteria.

Douche with vinegar and water. Washing with antibacterial soap won't do it…your problem is up there, not down on the surface. Maybe doc should take a good look up there for foreign bodies of some sort. Good luck!
